Indralok Aawasiy Yojana 2 BHK flats: Eligibility, price, registration fee and lottery rules

Buying a home has become increasingly difficult as property prices continue to remain out of reach for many. For Uttarakhand residents , however, the Indralok Aawasiy Yojana (Group Housing Phase-1) offers a route to home ownership, with residential flats in Haridwar allotted through a registration process followed by a lottery. The scheme is implemented by the Haridwar-Roorkee Development Authority (HRDA) under the Housing Department of the Uttarakhand government. The scheme includes two categories of flats aimed at different income groups. These comprise Economically Weaker Section (EWS) units for low-income applicants and 2 BHK apartments for general and middle-income buyers.As per the official project specifications, each 2 BHK flat comprises two bedrooms, a drawing room, dining area, kitchen, toilets and a balcony. The flats have a super area of 126.34 square metres and are located in Stilt + 6 floor buildings. The estimated cost of each unit is Rs 48 lakh, while the lease rent is fixed at Rs 64,206.

Registration charges

Those applying for a 2 BHK flat must deposit a registration amount of Rs 4.80 lakh, equivalent to 10% of the property’s value, to participate in the lottery. Applicants are also required to pay a nominal, non-refundable processing fee while submitting the application. For successful applicants, the registration amount will be adjusted against the final cost of the flat under the scheme’s terms.

Eligibility conditions

The scheme is open to citizens who are bona fide residents of Uttarakhand and are at least 18 years old.Applicants and their immediate family members must not already own a residential house or plot in any colony developed by HRDA, the Uttar Pradesh/Uttarakhand Awas Vikas Parishad, or any other local body or housing society within the region.For applicants seeking an EWS flat, the total annual family income from all sources must not exceed Rs 5 lakh. This must be supported by a valid income certificate issued by the state government.

Application and allotment

Applicants are required to submit the prescribed application form along with an official affidavit, photographs and the applicable registration fee within the notified application period.The scheme does not follow a first-come, first-served system. Once the registration window closes, HRDA scrutinises and verifies all applications before conducting a public lottery to select beneficiaries. Reservations for categories including SC, ST, OBC, senior citizens and state employees are implemented in accordance with Uttarakhand government guidelines.Successful applicants can purchase the allotted flat through a one-time payment or opt for the instalment schedule outlined in the allotment booklet. Eligible beneficiaries may also avail of institutional housing loans, with financial terms and direct subsidy benefits applicable under standard government housing norms.
